Attend New School Orientation SCHEV requires prospective institutions to attend a mandatory orientation to understand the certification process and requirements. This session provides insight into Virginia’s higher education laws, compliance expectations, and application submission guidelines.
Submit Intent to Operate Schools must complete an Intent to Operate form, providing key details about their institution and academic programs. SCHEV will review the submission within 45 days, granting approval to move forward or identifying areas that need improvement.
Institution Name Approval and Background Checks Schools must reserve their name through SCHEV and submit background checks for owners and key administrators. This ensures transparency and accountability in institutional leadership.
Prepare and Submit a Full Certification Application Schools must compile a detailed certification package demonstrating compliance with academic, financial, and administrative standards. The application includes:
Application Review and Site Visit SCHEV reviews all submitted materials and conducts a site visit, either virtually or in person, to assess the institution’s physical facilities, learning resources, and faculty qualifications. Any deficiencies must be addressed before moving to the next step.
Final Approval by the SCHEV Council The application is presented at a formal SCHEV Council meeting, where approval is granted. SCHEV meets six times a year, so timing affects how quickly an institution can receive certification. Once approved, SCHEV issues a Certificate to Operate, allowing the institution to enroll students and offer degree programs legally.
Regulatory Compliance and Ongoing Responsibilities Institutions must comply with Virginia’s Administrative Code, which covers key areas such as governance, faculty hiring, financial stability, and student record management. To maintain their SCHEV certification, new institutions must also obtain accreditation within six years of starting operations.
