Understanding Institutional Authorization

Authorization to operate a postsecondary educational institution in Alaska, or simply “Authorization,” is granted by the Alaska Commission on Postsecondary Education (ACPE). This process ensures that institutions meet the minimum standards of operation as defined by Alaskan law. The purpose of Institutional Authorization (I.A.) is to protect the citizens of Alaska, its postsecondary institutions, and its students by ensuring high standards in education, ethics, health and safety, and fiscal responsibility.

Steps to Obtain Authorization

Step 1: Review the Requirements

Before beginning the application process, familiarize yourself with the statutes and regulations governing postsecondary education in Alaska.

Standards relating to quality of education, ethics, health and safety, and fiscal responsibility.
Protection against substandard, unethical, deceptive, or fraudulent practices.
Use of academic terminology in institutional designations.
Preservation of academic records.
Rights and remedies available to the public and ACPE.

Step 2: Prepare the Initial Application

Download the Application: Obtain the Initial Application for Authorization to Operate a Postsecondary Institution from the ACPE website.
Complete the Application: Ensure all application sections are filled out accurately.
Gather Supporting Documents: Collect all necessary documentation as outlined in the application packet.
Application Fee: Include the non-refundable application fee.

Step 3: Submit the Application

Mailing the Application: Submit and mail the completed application, fee, and supporting documents.

Step 4: Application Review Process

Initial Review: ACPE staff will review the application to ensure completion. If additional information is needed, the institution will be contacted.
Compliance Review: Ensuring the institution complies with applicable statutes and regulations.
Site Visit: An on-site evaluation to confirm compliance.
Commission Review: The ACPE staff will forward a recommendation to the Commission for consideration at their next meeting.

Once authorized, institutions must:

Submit amendments for approval if there are changes in policies, procedures, physical plant, faculty, or staff.
Continue to meet compliance standards for future renewals and annual reporting.

Renewal of Authorization

Institutions must apply for Renewal of Authorization before the expiration of their current authorization. The renewal process includes:

Application Submission: Similar to the initial application, including all necessary forms and supporting documents.
Review Stages: Initial review, compliance review, and site visit.
Commission Review: The Commission reviews the renewal application at their quarterly meeting.

Annual Reporting

Authorized institutions must file an annual report documenting compliance with safety requirements, fiscal responsibility, and student outcome metrics. The report must be submitted annually by December 1st.

Exemptions

ACPE awards exemptions to qualifying institutions. Exemptions are not automatic and must be applied for. Institutions should never assume they are exempt. There are two types of exemptions:

Regulatory Exemption

ACPE must approve exemptions, which are valid for up to five years.
